The document Procedures and Design Criteria for Storm Water Management Systems and Soil Erosion and Sedimentation Control Program represents the culmination of a two year long effort on behalf of the Drain Commissioner to revise drainage standards first adopted in 1981. Changes to the previous design manual reflect the changing role of the Commissioner in an urbanizing county. The Commissioner performs an intensive balancing act in attempting to mitigate the impacts of development in a watershed. This involves weighing the need to protect individual property and human health against impacts to water resources, such as wetlands and streams.

Some of the more significant changes to Livingston County drainage design requirements include the following:

• Increasing detention requirements from the previous 50 year storm (2% chance of occurrence) standard to the provision of storm water storage for the 100 year storm (1% chance of occurrence).

• Requiring the use of two basin (e.g. use of a forebay) design on all storm water storage systems, both retention and detention.

• Encouraging detention basin designs which incorporate wet-bottom ponds. Wet bottom ponds encourage vegetative uptake of excess nutrients, thus enhancing water quality downstream.

The new drainage and soil erosion standards were developed using a process of stakeholder input which included a number of meetings with a Technical Advisory Group, wherein the concerns of various parties were brought forth and addressed. The project was funded in part by a grant from the Great Lakes Commission.
