The following people comprise the County's
Human Resource Department/Labor Relations Department.
HR and Labor Relations Director - Jennifer Palmbos
Under the direction of the County Administrator and the Board of Commissioners, Ms.
Palmbos
administers the County's Human Resource and Employee relations program.
Coordinates the employment program, serves
as a resource and advisor on employee relations matters and oversees or assists with other components of the Human Resource
program. Provides staff support to committees of the
Board of Commissioners.
Benefits Specialist -
Bob Smith
Responsible for the daily administration of the benefits provided by Livingston
County along with overseeing the development and distribution of all benefits
information to all active, retired and former employees. Assists in developing
long-range benefit objectives and scans the market for best practices in
benefits planning, program design, and program integration. Engages health care
providers in assessment of benefit programs and recommendations for plan,
service and change modifications. Designs and leads benefit communications
strategies. Monitors department compliance with operating policies and
procedures. Primary contact for plan vendors and third party administrators.
Provides information to employees regarding the County's benefits program,
manages the open enrollment process, plans the annual Benefits Fair, helps
employees to understand their benefits. Manages Disability and Family and
Medical Leaves of Absence. Monitors/Administers the County's self-insured health
and dental plans. Provides information on COBRA and retirement benefits.
Prepares various reports and documents regarding employee benefits, payments,
and other related information. Conducts open enrollment and benefit orientation
meetings. Responds to all claims for unemployment insurance.
Human Resources Coordinator - Terry Lee
Investigates and administers Workers Compensation claims.
Manages Flexible Spending Accounts (Health and Dependent Care). Reviews,
approves and processes all personnel changes. Reviews documentation for
and prepares new/revised
employee job descriptions. Conducts and reviews wage/salary surveys.
Maintains county organizational charts and employee headcounts. Compiles and monitors the department budget. Prepares
and processes employee recruitment postings, reviews employment applications,
performs background checks, administers pre-employment testing, and conducts new
hire orientations. Establishes and maintains employee relations with
potential, current, retired and terminated personnel by assisting with
inquiries, troubleshooting and maintaining all employee files. Prepares
resolutions for the Personnel Subcommittee meetings. Updates and maintains the departmental
website.
